Seeking a counselor, social worker, or psychologist would be the best thing to do.
If a person is making calls from the phone book and getting off on it and thinking the chick on the other end of the line is getting off too. they could get into legal trouble. As far as I know, that is probably illegal and might fall under laws of solicitation or harassment.
A counselor or psychologist could help you at the behavior and thought habit end. They might suggest seeing a psychaitrist (aka "shrink") if it is severe and needs medication.
If you don't have money for a counselor, call ones in your local yellowpages and ask to be directed to those who offer services on a sliding scale.
(ps: teenagers can sound an awful lot like they're over 18, in which case if a random caller even unintentionally contacted a minor for those purposes, it would be VERY against the law. the person needs to seek some sort of help before a ticked off husband/father/woman traces the call and causes MORE serious problems)
