most medicine or treatment tried on humans have been tested sucessfully on animals, so it will be relatively safe to do so.

Most of the drugs have already been tested at higher doses in animals and have been found to be reasonably safe; otherwise, the regulatory authority and the hospital ethics committee would not have granted approval for the trial to be performed in the first place. However, there is always a risk of unknown adverse reactions, such as in this case. If no one agrees to do any more clinical trials, you can say goodbye to any new medicines in the future - that's not a very encouraging prospect for everyone.
