I don't think a UTI can be transmitted. If the guy has a UTI, the bacteria are in his bladder, and I'm pretty sure semen doesn't mix with urine in a man's system.
You can, however, get bacteria in your bladder as a result of sexual intercourse, especially if you are in a position you are not often in. A woman's urethra is really short, so it's easy to get bacteria in there. And a woman with a UTI can definately not transmit the bacteria to the guy during sex.
