have you always had this extra weight under your chin? you don't say in your question. Some people just have different types of chins. My daughter was born with a thick neck and now she is 14, the doctors tell me that she has large glands and not to worry about it. She is still a very beautiful girl. Try not to focus so much on it.
You lose weight there by exercising that area. (Each of these is a separate exercise. Do each as many times as you want/can - don't get dizzy.)

Raise your chin (as high as you can), then lower it to your chest.
Put your chin in "normal" position and turn your head side to side [left-right-left-right].
Raise your chin and turn your head side to side.
Lower your chin to the chest, turn your head side to side.
Open (as wide as you can) and close your mouth (rather rapidly). (Do this while almost touching your upper and lower teeth together in one exercise; and touching your lips together in another. Do these while stretching your neck upwards.)
Start with your head in its upright (normal) position, then tilt your head side to side (as if laying an ear on a shoulder, and then the other).
Move your chin in a circular motion (large circle) and then in the opposite direction.


Then, of course, there's diet, general exercise, and drink (plenty of water).
