You just need to do cardio for longer periods of time, mkae sure you drink water while exrecising.Another thing is that you have to change your lifestyle, that means eating less crap!
The best diet to go on is the acholic diet. You drink till you pass out and don't get to eat the food.

I had the same problem about 2 months ago. I went to see my Dr. and she suggested the Medifast Diet from Take Shape for Life. It teaches you to eat 5-6 small meals a day and you eat every 2-3 hours. You lose weight quickly & healthy with very little exercise. You can also just stay away from sodium, sugar, dairy and fatty foods. Replace water with every beverage and eat plenty or lean protein and vegetables and you will lose weight.
If you are doing all the things normally required for weight loss and it isn't working, check for any medical conditions underlying your efforts. Such as P.C.O.S. Polycystic Ovary Syndrome, this doesn't just affect the ovaries but rather the whole body. Or if your insulin needs to be turned off after eating. For some of us insulin keeps the weight on. This is why protein shakes are so popular, they turn off the insulin.
Stop eating carbohydrates together with proteins at meal time. Do vigorous cardio vascular exercises (treadmill or jogging). Sculpt and cleanse your body with a product called "SCULPT AND CLEANSE".
