I would definitely say shave.you are only 11, so I suppose you probably don't have a lot of underarm hair so plucking may seem like a good option now, but as you get older you'll most likely want to use a razor. :)

Shave them or use a sensitive hair removal cream. For the love of god, please dont pluck! Ive tried this once and it hurts like hell in your armpits! Unless youve got a huge pain tollerance, dont do it!
dont worry about that yet it cant be very much at the moment ,had a girl friend who did that and she said it came back 3 times as much.but she was much older than 11.
i just think that the sooner you start the more you will get later,imagine having two beards hanging down from your arm pits

start waxing now; while she's young and can get used to the pain. it really isn't that bad and it lasts for a month (or more on some people).
i have a client who started waxing when she was 11. she is now 25 and hardly has any hair on her pits, legs, bikini, brows, and toes. she can go up to 5 or 6 months between waxes now.
