When the catheter gets to a point in the artery with significant plaque buildup (usually decreased by 80% or more), the balloon is inflated, squishing the plaque against the walls and thereby increasing the opening and thus the amount of blood that can go through the artery at that point. Catheterization can also be used to place stents, little mesh-like things that are sometimes placed in arteries with plaque buildup to keep them open; sometimes used in combination with angioplasty. It's possible that a catheter could be used to reach a mechanical valve, but I don't know if it could be repaired via the catheter. If so, you'd need to find a large hospital specializing in that sort of thing. Open heart surgery might be necessary.
