The study is saying that one in four people that already have HIV do not know they are infected. Hence they want people to start testing themselves to prevent more people from becoming infected.
Maybe in Africa, the problem in Africa is 1 hiv+ and 4 hiv-, but we are talking about africa, here in America (USA, canada, latinamerica) are like 1 in 100,000. In all the contienent there are like 3 or 4 million people, and in africa are 30 to 40 million people. Did u see the different
CDC data state that the incidence of HIV in the US is ~20 cases per 100,000 people. That's a whole helluva lot less than 1 in 4.
Perhaps you were thinking of the incidence of STDs. Yes, it *IS* true that 1 in 4 sexually active teenagers will pick up a STD this year. That's also from CDC data.

Your statistic refers to all people who have HIV - not all general people.
So - of all the people infected with HIV, only one out of 4 of them know they have the virus.
Let's say you have 400 people in your city with HIV. Only 100 off them would know that they are infected. The other 300 wouldn't know, because they don't see themselves at risk, or are afraid to get tested.
I have heard that 1 in 4 people will have, or have had an std at some time in their lives. That sounds like a lot too, but they categorize crabs as an std - and they're a very common infection.
