Well it depends on your meaning of words.
Weather wise I would say hot. I personally like the cold better, but there are more solutions to being hot.

Definitely being hot.. You can just strip. If you're cold then you freeze to the bone, I hate the feeling!

having lived in india in summer, and visited moscow in winter, i can confirm HOT is better. Hot countries usually have better aircon than cold countries have heating!
I will say that hot is better than cold. I do love cold weather but hot has more benefits. The hot weather can provide food and it is easier to become cooler than warmer. Cold does have its advantages but I think hotter has more of them.
