What is the best brand/kind of eyeliner for the "smudgy smoky" eye loo!
Question: I swear I've tried all kinds and I can't find a good one to stick with. Preferably something I could find at Wal-Mart.

I think smokey eyes will always be in fashion, just like wings. I always wear those too, and I always get compliments. You just have to know what looks best for you. Pay no mind to passing "trends." find something that looks good on you, and make a part of your "look."
Just look at Siouxie and the Banshees. =) I use Rimmel Black eyeliner. I melt it with flame just a bit (to soften the crayon), and then smudge it with a Q-Tip once I've lined my eyes the way I want. Since I have naturally thick eyelashes anyway, I don't have to use much liner on the bottom. I generally just apply shadow there. Every great once in a while, I use red liner inside the lid to make it look really wicked. =)
I also sometimes use a liquid eyeliner over the smudged eyeliner after for more definition and drama. They have some great eyeshadows out now, Max Factor, Loreal, and Revlon (you can get them at walmart) which are heavily pigmented and can be used wet or dry to line your eyes and accent smokey eyes.
Your best bet is to find a kohl-based eyeliner you like, which is of decent quality, and can be easily matched to a shade of eyeshadow in a complementary color like brown sparkle shadow/dark brown liner, etc.

Anyway! For that look, you'll need to shop some place other than Walmart if it's just the ye-lienr you're looking for.
But! If you will be shopping at WalMart, you'll need more than just the eyeliner. You'll probably have to use eyeshadow, too. (Using shadow also helps it stay on longer.) So get a dark grey, or even black shadow, and lightly apply it over the eye-liner.
Revlon Colorstay eyeliner. It doesn't take a lot of this stuff to make a smoky eye. And every walmart store has it.
try shades of grays, blues. colors like that.

My all time favorite eye-liner is Cover Girl Pro-Lining. I use Basic Black and, my favorite; Mink, it is a brown color. It has a smudger on one end & gives you a great smokey look. A smokey look is never out of style.
