If you want your insurance to pay for it or if you want to use it on your income taxes next year you will need a prescription from your doctor. As for the medicine to use in the nebulizer you will need a prescription for that.

That depends on what kind of respiratory problem you have. If you require oxygen, you do need a prescription. However, if you just need mild assistance with breathing, a CPAP machine is available "over the counter" - however, it is fairly expensive. Without knowing what sort of respiratory problem it is I can`t tell you more.

-Edit: Yes, a CPAP machine IS available "over the counter". I am a medical specialist, and a large number of my patients require CPAP support. You need a prescription to have any of the cost covered by insurance, but the machine itself is legal to purchase and use without a prescription. It is just very rare that someone who needed a CPAP machine wouldn`t have a prescription.
A CPAP machine is NOT available over the counter. You have to have a sleep study and a prescription for the setting it goes on and you do not have access to the settings to change them, you have to take your machine in to get the settings changed.

Do you need a nebulizer? My brother had to use it for his asthma when he was a preschooler. It mists asthma drugs into your lungs. I know that the medication is available only by prescription, but I am not sure about the machine. You need to call a medical supply store and ask.
No you don't need a prescription for a nebulizer. I bought a small one that can run on a battery, if need be; from ebay. You can also plug it in the wall, or plug it into the cig lighter in your vehicle.

You do need a prescription for the medication that goes into it.
