mucous producing cells in the lungs. its produced to help protect the lungs by getting rid of inhaled irritants. while it's the same chemically as what comes out of your nose, the stuff in your nose is produced by mucous producing cells in the sinuses and both are produced for the same reason.
Phlegm or mucus is produced by the mucus membrane lining the respiratory tract or the nasal passages.

The mucus produced in the nose or in the lungs is basically the same thing, though the phlegm that one coughs up is produced in the lungs and not the nose!

Following infection, the virus increases the production of the mucus by the mucus membranes by altering certain functional proteins of the cells, so that some functions of the cells are increased and some others are decreased. Hence one gets the productive cough.

Even with allergies, the mast cells and other allergy mediators release histamine and certain other substances that cause a dilation of the blood vessels in the nose/lungs that results in increased production of the mucus. Hence one gets symptoms of nasal congestion in a cold/difficulty breathing in allergies.
