squats will tone the muscle, or lay flat on the ground and raise your legs about six inches and hold them there.you'll feel it in your legs and butt :D to tone it up.

you could try some lunges or squats,running also builds muscle.i wouldn't recommend weights though because your legs will get bulky.
I use very heavy weights when I train (I can do over 800lbs on the leg press) and my legs don't look neither manly or bulky. It's not possible for a woman to look that way unless she takes steroids. That being said, you can use weights if you want and not worry about it.
