It could be a "vertebral subluxation" -misaligned vertebra that are pinching a nerve. Chiropractors can work on these and help you restore full motion to the joints; I no longer have migraines and neck pain after being treated by a reputable chiropractor.
It could be muscular or it could be something more serious. In any case, talk to your MD about this and go from there.
