Also people are addicted to nicotine so they only smoke more.

there is really not much of a market for them. People who smoke, are addicted to the nicotine. Even if they took the nicotine out, there are still thousands of other harmful chemicals.
I agree with the above. Nic's only part of the problem. You really can't smoke anything without harming your lungs.
