Well, I suppose you'd have to take into account that nowadays women can be well over 6 feet tall, and can even come in petite sizes - sometimes as short as 4.
I'm 5'6" (66 inches) and measure 33" from heel to crotch. Some are all leg, some are all torso. I'm half & half, so I guess that'll just have to do.
On average, I'd say about 32", but it's just a guess.
Um..based on chicks about my height - 5'7-ish or so
