It has to do with their genes. They didn't split like everybody elses. It is not their fault it is nature it went wrong.

I personal think that, some babies is born retarded, cause of things the pregnant women has done while she is pregnant

One way is genetic problems. Another way is hypoxia during the birthing process (the baby didn't get enough oxygen while being born). Still another way is medications/drugs ingested by the mother during pregnancy. Trauma that happens to the mother during pregnancy can adversely affect the development of the fetus and cause retardation as well. Hope this gives you a bit of insight.
