Alhough a blood center will not ask, your blood will be thinner and you will be very light headed and may even pass out after giving blood. Although that does depend on the amount taken and how much you have to drink. Usually 8 hrs of sleep the night after drinking will erase most of your blood alchohol level.

They will absolutely take your blood. And it will NOT hurt the person recieving it. I worked at a blood center for years. They wont even ask.
You may not want to give blood.. but You can get blood drawn though. How do you think they get blood alcohol levels on drunk drivers? Like in tattoo shops you may bleed longer after the draw.
What is the blood for? Donating or Testing. For donating they will withdraw it but then when its tested it will probably be discarded. For testing I'm not sure if the alcohol can interfere with what ever they are testing for. I know when they are testing for some thing they ask you not to eat several hours before they draw the blood.So best thing to do is stay sober for blood work.
