I also have blue eyes and the ones i use are light purples blended with pinks, browns, but the one i use the most is blacks blended with grays to give the eye a smoky look, it draws attention to the eye so the blue pops out more.

warm colors, brown, gold taupe, you should never wear blue eyeshadow. Plums are also good colors to wear.

also from a guy's perspective, dark makeup with blonde hair and blue eyes is sexy as hell. Grey, dark blue, and even red, anything to make you stick out from the average girl. As a blonde in my opinion it is harder to get a guy's attention due to the fact that so many people are going blonde these days, if you change it up a bit, maybe put some dark low lights *black or dark brown* its very hot!
I use a little bit of shimmering white and some mascara and eye liner. It looks awesome for green eyes so maybe it can work for blue. It looks really natural but at the same time makes your eyes stand out. You can also try some light lip gloss, because if you wear dark lipstick it takes attention away from you eyes.
