Use some kind of vasoline product or lip balm. Avoid licking your lips as this will make it worse. If you have tried this already and it hasn't worked your Doctor should be able to prescribe something or to save doctor visit fee ask your pharmacist.
Blistex is better than chapstick. Chapstick coats and is nice and all but blistex heals. Also try Carmex - it comes in a little tin container.
And not that you are totally into doing this but I just saw it the other day and had never heard of it before- Mary Kay makeup company has this Lip Mask where you actually exfoliate away the dry skin by rubbing this sandy-like cream onto your lips. You could probably use any other type of exfoliater or just make your own but using a paste of sugar and water. That will get rid of the rough spots and make your lips smoother and then apply the cream
Also -if your lips are chapped from a cold -try clearing up your nose. If you breath through your mouth at night- try a humidifier or vicks for your cold. Shot of Nyquil too will help!
I have allergies and I CONSTANTLY have blistex in my purse and pockets (i also constantly end up washing them in the washing machine because I forget they're in my pocket!hahah)

vasiline. and I know this because well alot of reasons that Blistex or carmex makes you lips edited to that so if you don't use it your lips get really chapped I tryed to use Blixtex DON'T USe BLISTEX OR CARMEX TRUST ME!
put a dab of oil in ur belly button before u sleep and also rub a tiny bit of butter on your lips too...and they'll be soft & smooth in the morning.
