Yes- it sure can. This can either be caused because of a hormonal imbalance, or a woman can induce lactation. Besides being a nurse, doula, etc I am also a lactation consultant and I specialize in induced lactation. The key to induction is stimulation. The body works on a supply and demand basis, so the more you stimulate, the more you produce. There are two ways of inducing- with or without medication. If you choose the non-medication route, you have to be strict with a schedule of stimuation, the optimum being every 3-4 hours for a maximum of 30 min. Most these days use a medication called domperidone, along with a schedule of stimulation. After they have at least drops, then they add certain herbs to also help with increasing the flow.
