I would like to suggest Arbonnes Baby Skin Care Line. This is why I use Arbonne on all three of my girls (6,4,and 2) :
• Botanically-based and pH correct
• Pediatrician and dermatologist tested
• Non-sensitizing, non-irritating
• Formulated without nut oils
• Tear-free hair and body wash
• Not tested on animals
• Sunscreen provides broad-spectrum protection

Try putting some Skin-so-Soft in his bath water. You can buy it from Avon
Try vaseline. That helped my daughter. Also when you give him a bath, put a lot of baby-oil in the water.
take him to an allergist - also try using hypo-allergenic soaps and laundry detergent.
It's called eczema . My daughter has it. The doctor prescribed Elidel it works too, and as for lotion use Eucerin lotion. Vaseline and baby oil only helps dry the skin out even worse. Good Luck. Dove soap is good too when bathing.
