Perhaps you're assuming that any person who can drive can see? This is not always the case; a person may be able to see to drive, but not see things clearly up close. Also, do not make the mistake of thinking that the driver is necessarily the one making a drive through transaction. The driver may be able to see just fine, but the person using the keypad may be blind.

It is part of the American With Disabilities Act. You will see some "silly" stuff like that everywhere. Like a previous answer it is cheaper to use one type for all machines.

It's the way all ATM's are created. A drive up ATM machine is the exact same as one you will find on the street.
