I would call your local Health Department and talk to the person that heads up the agency for your county, explain to her why you think you have a cure and then see who she tells you to contact. That would be the only place i could think of that would have information like that on file, they deal with outbreaks and vaccanations, and corintine problems when they arise :) HTH
