You can not lose weight in just one specific part of your body nless you have surgery.
What you can do is tone that area with weight lifting, but if you lose weight, youll lose it all over your body.

You need to lose weight all over your body. You can't lose weight just on your arms. You can have plastic surgery if your arms are really out of proportion with your body but it leaves hideous scars (I've seen them).
If you just want to tighten up your arms, you want to work your triceps. Hold a weight in your hand. Put your arm up so your upper arm is next to your head and pointing straight up with your hand behind your head. You can brace your elbow with your other hand. Keeping your upper arm and elbow still, lift your lower arm until your arm is straight up. Lower your lower arm slowly and repeat.
