The girl the dress is for is very self-concious, so she would not want to wear anything too flamboyant or daring.She is around five foot four inches tall.

I am five foot four inches too. I wear a size 8-10 dresses. I would suggest to wear a dress with short sleeves that comes to the knee, not under it. Or she could wear a long spring dress with heels. If she thinks she looks fat, try a loose looking dress in dark colors that fits her shape. She needs to try on different dresses to see a variety. Remember to tell her to stand up straight. Good posture is important. Proper shoes will help this it. This will help with confidence. Plus a self tanning lotion and a little make-up will help her feel better as well. Wear simple earrings and/or a bracelet to complete the look.

I'm 5 foot size 12/14 so I know how she feels! I went to a posh do and bought a beautiful bergundy strapless dress from BHS. it's actually a bridesmaid dress but I have found the design of it is perfect for curvy girls (i had to have it taken up by four inches though).

They have a black floaty dress with white spots at £60. Its lovely, not too fancy and would be a perfect style for a cocktail party. Wear it with a smart black cardigan maybe?
