How premature is your baby? Premies, even born at 38 weeks with good weight are still premmies, they usually have an underdeveloped suck, but is the baby getting formula down but then not holding it? Try feeding your baby every 2 hours, and try 20 mls each feeding and see how baby does. Some babies can hold smaller amouts with more frequent feedings much better. But do watch for enough wet diapers because baby could dehydrate quickly. Dont worry about having to feed every 2 hours, soon your baby will be older and drinking more and better, but its important for now.
Have you tried soy formula? It is fairly common for premature infants to have a milk allergy or lactose intolerance. If you have tried everything, and are not satisfied with the help that your pediatrician is giving you, I would ask to see a pediatric gastroenterologist.
