This might sound funny, but try ebay. Quite often someone that spends a lot of money on a dress that they will only wear once, is quite happy to sell it at a super discount just to recoup some money. There are also plenty of new dresses there.
I don't know if you're looking for trendy or classic, but check out Ann Taylor too, if might not be very prom like, but there are plenty of cute strapless dresses, that can be dressed up for the prom and used again during the summer.
