What are hypoplastic kidneys and what is the prognosis?!

My child is 5 years old and I was told 1 year ago that one kidney was smaller than another and to come back in 1 yr for a repeat ultrasound. Now I am told that neither kidney has grown in a year and that one kidney is still smaller than the other. What does this mean?
Answers:
