You're a late bloomer. No worries, though. If you are a gymnast, that will also stunt your breast growth. Just be patient, they'll grow in. Being a late bloomer is very common.

relax girlie! it doesnt mean anything, everyone and i mean everyone, has different rates of puberty/breast growth- the whole bit. I know it sucks, but just wait- it will happen. I was a size A until junior year(age 16) of highschool then I increased to a size B.. and now as a junior in college(age 21) I am a C. So for me, I had to wait a long time.
Also- look at your family history. If everyone in your family is tiny- chances are you will be too. If they're average to big- then seriously, I still say just wait! :) hope this helps!
