If they are red spots, they could be a skin condition called rosacea.

i guess due to pigmentation. whenever ur body part is exposed to sunlight the secretion from skin glands get in direct contact with sunlight n air,which in turn turns into black spots.

probably ur other body is always coverd (?) face is the only part which is normally least covers causing the pigmentation. and thus spots..

You might be exposed to sunlight for a long time and are VERY white.
