They are not sure if the semen can penatrate through your soft pallet, that is right behind your pallet. The skin is softer.
There has been no proof of oral sex only causing HIV.

HIV needs a direct route to your bloodstream. Mouth sores or poor dental health (bleeding gums from gingivitis) invites easy transmission. Otherwise stomach acid kills it. KNOW YOUR PARTNER. It's easy to see if the person has genital sores, or to just ask them if they have cuts or sores in the mouth. (unless you're in one of those ABS's or a "backroom" at a pub, etc. In the "heat of the moment" it may be too late. Most people hate condoms for one reason or another, and everyone knows it is very tempting to "take that one chance" and avoid using them. Simply talking about sores and cuts well before orgasm time is one step toward prevention.
