most probably because of skin colour, but also smoking is known to darken the lips, area around the mouth and around the eyes (if you are a heavy smoker)..i don't think it can be cured.

the skin on your lips is really thin and the muscle is thick.(comparatively) the color is blood circulation.
you could try biting your lips. rubbing. lip injection lip gloss. (if you're a guy just wipe it off after the color comes up) lip injection is a brand of lip gloss that plumps up your lips-i'm sure any brand of lip plumper would work

It is the amount of pigment you have in your skin. You could try a natural dye like taking a fresh cherry and rubbing the flesh and juice carefully on your lips causing a temporary stain. Be careful not to eat the cherry or your tongue will turn red too.
