I don't recomend trying this at all, a professional should really do this as the results can vary, and it is hard enough on the hair, without having to repair, retry.
having said that.if you really want to give it a try, first you need to use a type of bleaching/lightening product for the hair to lighten as much as possible. This generally with a store bought product is not easily done. as black hair doesn't lift very well and generally goes through lovely shades of orange. TDepending on what shade of red you want however, darker/deeper red would be best. if your looking for koolaid red, not a good idea. Think of your hair as paper. white will show red very well, black not so much, so the lighter the hair the better it will take.
step two would be applying a red hair dye after this.
I do caution that by using a highlighter/bleach more than once on the hair is damaging, so depending on how light you want the hair. basically this is a permanent change to your hair be sure this is what you want. The cost to have your hair fixed at the salon, is pricier than having it done right the first time.
If you are wanting temporary change, try just applying a red over the hair, which will really only be seen when the sun hits it.

i'm not sure about your question but if it has to do with hair on your head, use hair colour. loreal fuschia works the best on dark hair --really vivid. it washes out to be reddish.

just with sweet tomato katchab or by water colour :-)
