Yes, but if he has all of his teeth, he's probably just orally fixated. Alot of children are. It's part of how babies discover the world -- they put it against their upper lip to feel it better. If he has all of his teeth, he's not teething. Put hot sauce, or something with a bitter taste on whatever he's sucking on so that he drops the habit. My aunt didn't and I had a cousin who was six and still put everything in her mouth.

Absolutely! Children develop teeth anywhere from 3 months to 33 months of age. Many people refer to molar eruptions by age; IE: 2 yr Molars, 6 yr molars, and 12 yr molars. By the time a child is 12 years old, most all permanent teeth have erupted. But for a 2 1/2 yr old child, teething is very common.
