Unless somebody tattooed a traffic light onto your neck without you knowing it, you have a problem. Go to a Dr right away! It's obviously an infection, and any infection on your head or neck can spread into your head (brain) which is a VERY bad thing.

Whatever it is, it sounds infected. You'll need to see a doctor.
