If you are already past puberty, and you voice is still shrilly, go to a voice coach to learn how to speak in a different register.
Sounds like it's breaking. I remember it well - it'll pass and you'll emerge with a rich baritone (which will be pretty ridiculous if you're a girl ;-) )
