i have partial numbness in my left leg, foot, face, and my left leg doesnt run!

Question:
it affects my penis sensitivty, my leg sensitivty, etc.i feel partial numbness.
Answers:
constant numbness can be a sign of nerve or spinal cord damage, so go see someone about it.
if you have this constantly and it isn't affected by your position (e.g. lying, sitting, standing), if it affects one side of your body (e.g. the left leg, left arm, etc) and if you feel a weakness (i.e. your leg doesn't run properly) then please go and get yourself checked out by a doctor or go to a hospital, there could be something serious causing the numbess.

And NO it doesn't sound like MS, so don't freak out, but still get yourself checked. It could be a number of things.
good luck x

Sounds like MS - Multiple Sclerosis.
See a doctor( Neurologist) at Once !

you could just had a mild stroke.. see a doctor right away

You might be experiencing what is called a T.I.A or Transient Ischemic Attack.
It is most of the symtoms of a stroke but they come and go,I had about 4 maybe 5 before my major stroke.
