I was in Germany in 82-83, why can't I donate blood to the Red Cross?!

I wanted to give blood when I came to the US (I always did at home) but I found out that all Europeans are banned from blood donation.
I was told this had to do with the possibility of transmission of mad cow disease (the dumbest argument I have ever heard of), and the American people need to be protected.
I guess living in Europe for a while rendered you unclean as well.

i have no clue but it could be for some other reason other than being in Germany from 82-83. heres a good site to look at and see if some other condition is preventing you
