In general, the term "hoochie-mama" is an insult, meaning a woman who dresses indecently and who acts like she is a professional sex worker.
If someone were to call *me* a hoochie-mama, I take it as neither a compliment nor as an insult -- I would have to say that the person is blind, since I'm a guy! :)
