Most people have hair on their chest to begin with whether they are a man or woman, it is just that the thickness varies and depending on what is in their genes the darker the color and texture the more that it will make it appear more obvious.

Well every girl has hair on her chest, most of the time it is just blond tho, or aka peach fuzz, some girls have thicker and darker body hair tho depending on their ethnic background. Or a hormonal imbalance could cause hair growth as well, and some girls are stupid and shave off the BLOND UNNOTICEABLE VERY FINE HAIR and that my dear, will also cause the hair on a woman's chest to be darker and more noticeable. I don't have any hair on my chest but I do have a very small "happy trail" most people don't notice it but I do so I just wax it haha :) because shaving just makes hair come in darker,thicker,and more course.
