What is toner and what does it do?!

I know it is some kind of skin care thing but that is about it.

To be used after cleansing and before moisturizing. It really helped cut down on breakouts for me.

toner cleanses your skin and depending on the kind, some are for acne others for cleaning your pores. but its' just a refreshing watery liquid cleanser and ususally u put it on a cotton ball and just clean your face and neck.

I think it helps to close your pores after you have washed and cleaned your face. By closing the pores in your skin it stops dirt getting in.
