If it was just a smal smear on the toilet paper I would say strained bowles but clots noway ! Bleeding from the rectum is a searious probelm could be a number of things . Colon or rectal problems intestine problems searious ones this is nothing to try to dignoise your self . Seek health care right away .

You might have ulcerative colitis (UC). The only reason I mention it is because I have a family member who has that, so that's the first thing that comes to my mind. Don't quote me on it. However, you should go see a doctor about it; that's the only way to know for sure what it is and to get the treatment you need.

Sounds unpleasant but the simple answer is 'it depends'. You haven't said how old you are, how long it has been going on, if you have diarrhoea/constipation at the moment, whether you've experienced weight loss or other systemic symptoms recently. Without knowing these things and other information, like whether there is anyone in your family with gut problems or how much alochol you drink it is not possible to say with any certainty. Often a special camera is needed to locate the source of the bleed even when all the answers to those questions are known.
However, in general:
The bleeding could be coming from anywhere between your stomach and your an*s. Clotted blood in the stool generally indicates bleeding from higher up in the gastrointestinal tract. It could be caused by a number of things such as inflammatory conditions like Crohn's or ulcerative colitis, a congenital malformation in your bowel, a stomach ulcer.and lots of other things besides.
I would go to see your GP today if you can and A&E if you can't.
