Basically the differences are more from tradition than any actual physical differences. My grandmother used to say that if it has no underwear under it, it is a nightgown. If it has underwear under it, it is a duster. Same garment, you understand.

Since one does not wear underwear under a bathing suit, the differences mostly have to do with how the fabric behaves when wet. A white bathing suit will usually be lined, so it does not virtually disappear when wet, the way a pair of panties would. And many bras are too shear to be acceptable in public, wet or dry. But obviously, the differences are quite minimal. On the other hand, one does not normally walk a city street in a bikini, either; they are confined to the beach.

One is marketed as bathing attire - the other is marketed as underwear. One is legal to wear in public, the other is considered indecent exposure and you can be arrested for wearing it in public.

from a guys point of view, one is sexually stimulating much more than the other..

As an example, a lady came into the pool area with a large towel wrapped around her OVER her bikini but all the guys gawked because it apeared she could POSSABLY be nekked unter the towel. It is all presentation.

Underwear tends to be made out of cotton or polyester. Therefore when wet it is very easy for it to become see through (especially if it is white which a lot of underwear is). Whereas bathing suits are made out of nylon or other such water resistant fabrics and therefore will not become see through. Bathing suits wick water and underwear absorbs water. Also the cuts tend to be different and bathing suits tend to have more bright colors and fabrics. Also for guys boxers usually have an open fly or some sort of fly but bathing suits have no fly.
