You can go to a general surgeon or a colon and rectal surgeon for Hemorrhoids.

Rubber Band trick may work; however it is not recommended because of the chances of infection and other possible complications.

The surgery for hemorrhoids is very simple and done on an outpatient basis. Since it is a very important and sensitive anatomical area, any "personal" treatment like rubber band etc is NOT recommended.

I wouldn't want to do it myself. You can go to your regular GP for Hemorrhoids. I think some of them do it in their own offices. Otherwise they can give you a referral.
