Confront him, tell him that you are too loud on the phone and it has to stop. Be stern about it because it will never stop without you weighing in.
try ear plugs, or head phones or something. but remember to try talking to them and expressing your concerns. maybe they can go in the hallway or something.
unplug the phone. get up and smack him/her?
If your roommate is a decent person, you should be able to discuss it with them. Maybe they don't realize they are talking so loud.
pull out the phone cord.
find a new roommate or disconnect her phone!
Tell them to get a cell phone and go the F*ck outside!!
