Disabled doesn't mean he lacks intelligence. What skills does he have? What does he like to do?

Seriously. Tell him to think of the wildest thing out that that he would like to do (and don't think about the wheelchair).

Then take that idea and make something out of it that he can adapt to his lifestyle in the wheelchair.

His body might be confined but his mind should absolutely and completely take flight!!

Tell your friend to sign up with www.guru.com and start bidding on some projects. Most are for virtual work that covers a whole range of technical or writing or admin abilities. I've seen invoices paid from $10 to a few thousand depending on the scope of the work.

There are innumerable vocational options for physically challenged people, depending upon their interests, skill level, how trainable & motivated they are and most importantly the resources available in their immediate society.
Your friend can start by meeting a vocational counsellor in his area. They are experts in matching the clients skill level and interests with available options in the local area. They should also be able to give you an idea where to apply for jobs.
If vocational counsellor is unavailable, try a good social worker. They have access to immense resources in the society.
