i have your prob too, im 5 feet tall give or take one.
i know that hollister makes em for short people, i dont shop there cuz thats not my style but you could try there, i just let em drag, its not our fault though!
Try shopping in the little kid section they tend to have the same style clothing.
A good friend of mine also that size.. She took two routes.. a) tailer made clothes which can be a bit pricey; and b) went to the girl's side for clothes.. that is.. she would browse the GIRLS section of clothing departments.
Look at the little,little,little kids section at walmart.
Try and use stiched clothes(from the tailors).
This way you can get clothes of your size and of your choice. Start now!
Find someone else who is 4ft 6inches tall and buy clothes for 9ft people and share them. Try to find someone with the same taste in clothes though or you'll either just end up arguing or looking a complete uncoordinated fashion mess. You might find it helps if they're the same sex as well.
You could alternatively emigrate to the Congo- you might feel more a home there.

umm this may sound silly but have u tried childrens clothes?
go to the girl's section of the store if petite doesn't fit
PS-If you are under 4'9 you need to use a booster seat
go to the petite section of stores and also if that dosent work got to the childrens sect.
