Are they black marks on the temple area? Or are you saying dark circles around the eye? Add more detail to your ?
If you say they are caused by the sun rays then you may need sunblock. Are you sure there are no other causes? For example, insufficient rest, too much computer, too much alcohol, stress, and whatever. If yes, what you need will be more than just sunblock.
Check up with eye specialist and optical stores.
