apparently it's a fashion fad trend started by prisoners. Prisoners can't wear belts in prison so their pants hang (sag). This trend picked up by rappers and into the main public stream as a fashion fad trend.
Unbeknowingly, it's also a hidden, unspoken code in the prison system of who is gay (easier to pull their pants down for jail house sex). Yet these young men wear it and not knowing what it stands for.

that is old. would you like to know where the whole fad came from.? our towns sheriff told me the guys in jail sag to show they are "available" i don't know if this is true or not, just what i heard. i myself don't like sagging. i like the waist line of my boxers to come up over my pants by about half an inch, that way my jeans don't rub against my hips. sagging is very unattractive in my opinion. i always wear a belt if i have belt loops too...just to let ya knowHealth Question & Answer
I gather that it originated with guys being put in prison - their belts were taken off them, and so their pants dropped down.
When the guys were let out, they carried on, and the fashion started.
